Yes. Callback SMS uses Android's WorkManager and background services to detect call events. For best reliability, go to Settings → Battery → Disable optimization for Callback SMS. Some manufacturers (Samsung, Xiaomi, Huawei) add extra restrictions — see the in-app tips for your device.
